Approximately sixty-five years ago, the first generation of mutants to be born in numbers large enough to be identified began to reach maturity and the world looked on in awe and no little wonder at the powers they could bring to bear. It would have been easy for world governments to allow fear rule their response to this new breed of humanity, but cooler heads prevailed and the path of acceptance and peaceful integration was chosen by most of the developed world. While progress has not been completely smooth, two generations later the powered humans population has exploded and, in much of the world at least, they are accepted as citizens like any other.
The vast majority of them possess powers of little or no practical use, and live side by side with non-powered humans with minimal conflict. They attend regular schools, hold regular jobs, and live regular lives. Some very few, however, are special. The scope of the powers these individuals manifest is awe-inspiring and they are, almost universally, filtered into special schools where they can train to use their powers safely. And are strongly encouraged to use them for the benefit of all mankind (or at least in service to their country).
In the United States five such schools exist, the 'flagship' of which is located in Westchester, New York. Founded by the great pioneers of powered human integration - Charles Xavier, Erik Lensherr, and Steve Rogers - it is the flagship of the United States' powered human education system. Students come here not just from the United States, but from all over the world to hone their powers and receive one of the best educations money can buy. The school's reputation has become so great that families with power, money and influence send their non-powered children to board there simply for the prestige attached to a diploma or degree from one of the finest educational establishments in the world.
What is not generally known to the public is that The Xavier Academy - and the entire powered human education system - is a very carefully concealed branch of S.H.I.E.L.D. The curriculum is designed to educate not just future leaders in politics and industry, but top notch S.H.I.E.L.D. agents, and each student is carefully tracked and just as carefully encouraged to make the 'right' choices along the way. At eighteen, when they're legally competent to make the commitment, the most promising prospects are approached to become S.H.I.E.L.D. cadets by the legendary Steve Rogers, co-director of S.H.I.E.L.D. himself. Very few refuse the honor, and many of those who do reconsider before the completion of their undergraduate degree, which most Xavier Academy graduates pursue at the affiliated, and equally prestigious, Xavier University.
