I don't quite see why they don't just form a united court or something to deal with these matters. Equal representation of muggles and wizards - isn't this what Integration is really about? We should be addressing this problem with cooperation, not clinging to the old divisions.

Ten against two? Okay, so even if it was something of a fair fight, if all those muggles were well enough to be taken into custody they couldn't have been that badly hurt - it doesn't even sound like violent magic was used at all. They're not Death Eaters, out there hurting muggles for fun. Honestly, this is why the Statute was created in the first place. It's entirely possible that muggles don't want to be a part of this world.
There's no reason to changing the way we deal with law enforcement, either. The way we've done things for centuries now has worked just fine, and just because there was a war, or a couple of wars, it doesn't mean the whole system is broken.
