Subject: Von Doom
I've been getting some surveillance on Victor Von Doom and I have some disturbing news. I thought you might want to get some of your own, more official intel and then approach Fury. I fear this could be too big for just my team. It appears Doom has been having lunches with Senator Kenneth Faughter and Sabastian Shaw (a businessman and strong lobbyist of Faughter).
Shaw has special interest in helping Victor expand his territory, specifically grabbing up oil pipeline, as he deals in oil from Eastern Europe and an ally with oil could cut a deal. Faughter's office is writing a bill to promise non-interference in Latverian expansion.
This may seem like a lot of politics over oil, but Doom is a dictator and we should not pass policy to let him expand. The last dictator that way that we allowed to annex other countries was Hitler, and we all know how that went.
