Percy knew that being friendly with the janitors and the receptionists was probably the best thing one could do. They often helped one out more than management ever could. He'd made friends with a janitor who'd fixed the 'window' in his office, for instance. It hadn't rained in two weeks, at least. "They have nothing to be afraid of, whatsoever."
As she continued to speak, his steadfast pride in the Ministry took over, overpowering whatever misgivings he harbored. "There's no reason for them to be afraid. Nothing good comes from fear, especially fear stemmed from nothing. Surely you can discuss that with your family's employees?"
