Robards didn't know people were fleeing. Remus wasn't sure if that was good news or not; it meant that the Muggle-born Registration Commission was handling things on their own (and he could only imagine who was handling things), but also that fleeing Muggle-borns weren't yet a priority.
"At the risk of saying too much, yes. Many are. It's that or being placed in Azkaban. People are leaving to protect their families."
He wasn't exactly surprised by Robards' look, but returned it with one of his own. "That's true," he said, thinking about it. "I realize that. But if no-one shows resistance, it will only get worse. I've no doubt it will go beyond what's happening here, with our Ministry, and beyond the issues of Blood Purity."
