A waiter suddenly appeared at their table to take drink orders, momentarily pausing their conversation. That gave Hestia a bit of time to think about how to respond to Viktor's question. She ordered a water automatically, looking to continue the conversation as soon as the waiter was off to get their drinks.
"The Ministry sent reports earlier this week," Hestia said as she closed her menu. She lowered her voice before continuing. There weren't many people around them in the restaurant, Hestia had requested the secluded table for two, but she was still wary, even in the muggle world, but especially in the wizarding world. "It's ridiculous, the Ministry claiming that muggleborns stole their magic, but I had to fill out the reports."
She paused for a moment as the waiter returned with their drinks, and they placed their meal orders. "I object to this commission, without question, but I can't afford to be kicked out of my job for not filing the paperwork," she continued once the waiter was gone. Hestia took a sip of her water, a bit worried about how Viktor might respond to her opinions. She wasn't sure how clear she could make herself, but she knew that she hadn't been so openly honest with him about what she thought of the Ministry's recent changes.
