Operation Santa Claus
[The town has been rebuilt back to its original glory, of course. People are in homes or apartments wherever they please. Those who are Team Cap or even just Team Christmas are now elves or at least elf-like to combat Tony and the mayor's anti-Christmas sentiments. In Santa/Cap's workshop, there are elves creating toys. Out on the streets, there are law breaking elves helping sneak Christmas to the townsfolk. There are also elves who are spying on everyone to make sure they're being naughty or nice.
