Rehab Team

Green Street: We all know these kids pretty well. They're locals from Stepford, all grew up in the same group home on Green Street and all of them save for Mortie formed a gang. Dorian's older brother, a man named Seth Smoke then used them as a weapon of enforcement. We all remember Seth since he was here just a few weeks ago. He was a bad dude with a lot of influence but after they got separated from him, Cap's taken the kids in and they've been mostly committed to turning their lives around. We also know Mortie was a victim of the Hooligans until he came here but isn't really violent or drawn to crime.

Dorian. He's the leader of the group. He's made a lot of progress over time but I'm not sold the kid has his own moral compass either. He seems to be going in the right direction because he's following Steve now instead of Seth. I don't think there's much more this program can do for him, though. I think at this point he's going to need to test out of it.

Brick. Severe anger issues. He's still at square one, not much progress made here which was made clear when he attempted to beat Mouse for making him angry.

Camellia. Extremely out of touch with reality. I hate to say it, but I don't think there's much the rehab program has to offer her. She's got issues that run way deeper than learning right from wrong. I don't think she has the capacity to understand the concept of right from wrong.

Agnes. Like Dorian she's shown a lot of progress in how she conducts herself with others. I still think she's a potential danger to others but I think she'd at least think twice about hurting people now. I recommend that we see if she can test out of the program as well.

Mouse. He may be the only one of the Thunderbolts that might be able to graduate from the program at this time but obviously we should put that to a vote.

Mortie. I'm honestly not sure why this kid's in rehab in the first place. He likes older women and he acted out in school a little bit. I think it's safe to say he can graduate too.

Rehab Team

All right so Lorraine and I compiled our notes together so we can go over where our rehab participants are right now in terms of treatment and overall progress. Any suggestions and thoughts are more than welcome here so don't be shy. We can do this in waves of four.

Jean. She experienced a childhood trauma when her best friend died. When she came here, she was turned into a weapon. She was fitted with a collar that controlled her consciousness and free will. [He sighs. It's all too familiar.] Jean has telekinetic and telepathic abilities, along with the ability to warp all reality itself. She's extremely powerful, but what really stands out is the fact that she's at war with another entity that's living inside her mind called "the phoenix". At first I thought this entity was a delusion but it turned out to be real and it wants to see the whole world burn. I mean, this thing's dangerous. Currently the only thing keeping Jean tethered away from it is her relationship with Evan. I'm sure I don't need to explain why that's a bad thing. On the upside, Jean's been extremely open in her therapy sessions.

Alice. Famously known for her time in Wonderland. [That whole thing still makes no sense to him.] Somewhere along the line she got trapped there, became the queen of hearts, and lost touch with reality. She has the ability to generate and control explosive cards. We haven't seen any big changes in her behaviors but she's extremely attached and loyal to the Steve that adopted her.

Evan. He killed his abusive dad and grandparents last year before arriving here and being immediately kidnapped and sex trafficked until the other Cap -- under mind control -- bought him. We all know what happened after that. The good news is that he has good control over his abilities to create and erase non-living matter. The bad news is that he's really anti-authority, violent, easily triggered, and seems to only really have an attachment to his girlfriend. He hasn't made much progress in therapy unless he's made some with Bucky.

Bucky. We all know Bucky's story. Luckily he's been making big strides lately. He lives with Chloe, a girl who was rescued from Ianhalder's cult. He's getting out more and socializing more. Of the four, I'd say he's probably in the best shape of them.

Avengers Meeting

[Natasha tries to reach Millie first, but her speed's no match for Tony's suit. At least they were both going to bring her to the tower anyway. All of the Avengers convene there to discuss this issue. When Cap arrives, he's walking in on a debate already in progress.]
I get it. I was watching the case the whole time and if that was my kid out there, I can't say I wouldn't have done the same thing. I'm not famously unemotional myself. She's a parent and the action she took is totally understandable, but actions have consequences. If she's upfront and turns herself in I think she has a case for temporary insanity. Worst case scenario, she ends up in Steve's rehabilitation program.

[Sam's not convinced.]
How can you expect us to put our trust in the system after what we saw today? We can't put our faith in a corrupt system and expect them to do the right thing. This needs to be settled in house with us. With Steve.

That's not how this works. [Tony fires back.] If we act like we're above the law, we have no right intervening in it.
