The Ministry of Magic |
The entire Ministry is located underground, in central London. There are ten levels (only levels 1-9 are accessible by lift) with Level 1 being closest to the ground and Level 10 furthest below. The only way into the Ministry of Magic is through the atrium, on Level 8. There are four ways to enter the atrium, depending on your business and position within the Ministry. Visitor's entrance: Visitors to the Ministry are only allowed in through a red telephone box in Muggle London. Visitors dial M-A-G-I-C on the phone, state their business, receive their badge and the telephone box drops them into the Ministry Atrium where they are screened by hit-wizards with probitiy probes and secrecy sensors before proceeding to the watch wizard's desk to register their wand. Employee Entrance: Ministry Employees enter the Ministry through underground toilets labelled "Gentlemen" and "Ladies." A golden Ministry of Magic coin is used to open the stall doors and an employee flushes them self through the toilet, coming out through a fireplace on the left side of the Atrium where they them go through security and show their Ministry-issued IDs. To leave the Ministry, employees take a floo on the right side of the fireplace and end up back in the toilets where they can apparate to wherever they need to go. Floo Access: Following Voldemort's takeover of the Ministry, only senior level Ministry employees can have their homes directly connected to the floo network - Department Heads and Inner Circle Death Eaters. There are also floos connected to Hogwarts, St Mungo's and Azkaban, although these operate on a separate network, are separate from the rest of the floos and access is tightly controlled. The Azkaban floo is not located in the Atrium, and is instead in DMLE. The Hogwarts floo is located on Level 7 in the Department of Magical Education. Portkeys: Authorized portkeys can be used to enter the Ministry, but they are tightly controlled. They are granted only to senior Ministry employees and Inner Circle Death Eaters and will only portkey them back and forth between a single point of their choosing (their home, their grounds, a public/accessible location) and the atrium of the Ministry. Only one portkey is granted to each eligible employee - you can't have a portkey home, another to Hogsmeade, a third to Diagon Alley, etc. And if you lose it, it will not be replaced. Apparition: Apparition is no longer allowed in or out of the Ministry itself since Voldemort's takeover. General notes:

Minister:
The Minister of Magic serves as the public face of the Ministry and is responsible for maintaining public support for the regime and overseeing the Ministry as a whole. The Minister is expected to carry out Voldemort's will and coordinate the efforts of the various departments to bring about his victory. Under the present regime, this is largely a figurehead position. Senior Undersecretary to the Minister of Magic:
Muggleborn Registration Commission: The Muggleborn Registration Commission was established shortly after Voldemort's takeover and is headed by Dolores Umbridge in her role as Senior Undersecretary to the Minister. All Muggleborns are required to register with the Commission (whether willingly or by force) and once they come before the Commission, they are required to produce their family tree and provide an explanation for how they 'stole' their magic. Those who are unable to provide proof of magical lineage are sent to Azkaban. Committee on the Control of Wizarding Society The Committee on the Control of Wizarding Society is responsible for overseeing the reformation of criminals, or more accurately, they manage the slave program. Also headed by Dolores Umbridge, the Committee determines when a prisoner is ready to move from Azkaban and into the home of their new owner. They are responsible for placing the slave into an appropriate home and ensuring that potential slave owners are qualified for the task. Its members are also tasked with continuing to monitor the behaviour of the reformed criminals through the journal system and routine home visits. |
Head: Bellatrix Lestrange, 2000-present Aurors: The Auror Office exists in name only, as the current Ministry has no need for "Dark Wizard Catchers." There is one remaining "Auror" on the Ministry staff, a senile old man who was brought out of retirement to sit in a broom cupboard all day and provide the illusion of an Auror Office to the public. Hit-wizards: Officially, the hit-wizards are responsible for catching dangerous criminals (including terrorists and Order members) and comprise the bulk of the DMLE staff. Unofficially, they are the Ministry's brute squad. Within the hit-wizard office, there is a wide range of competence and intelligence levels, from those who are highly skilled to those who are employed solely for their physical strength or capacity for violence. There are currently three special project teams within the hit-wizard office:
Magical Law Enforcement Patrol Squad: These are the every day law enforcement officers of the Ministry who are responsible for handling minor crimes, responding to complaints and keeping the peace. Improper Use of Magic Office: This is the office that deals with underage witches and wizards who use magic, use of magic in front of Muggles and other minor violations. Misuse of Muggle Artifacts Office: This office deals with wizards that unlawfully use magic on Muggle objects and ensures that those objects do not fall into Muggle hands. Wizengamot Administration: Although the Wizengamot itself is a separate entity from the Department of Magical Law Enforcement, the Administration office is housed under DMLE and works with the hit-wizards and other offices to provide "support services" to the Wizengamot, ranging from ensuring the Wizengamot has all of the information they need to make a conviction to seizing the assets of convicted criminals. As well as the more mundane tasks - maintaining court documents and scheduling. Azkaban Administration: This office is responsible for overseeing the maintenance and security at Azkaban prison, including the staffing of human guards, security and care of prisoners. |
Head: ? Accidental Magic Reversal Squad: This team is responsible for undoing 'magical mistakes' on both wizards and Muggles, although they are often considerably more ruthless when it comes to the latter these days and simply killing the Muggle who has fallen victim to a magical incident is not an unaccepted practice. With most wizards, they simply undo whatever spell or potion has gone wrong and send them on their way. Invisibility Task Force: The Invisibility Task Force is responsible for casting the spells that hide magical places and creatures, such as Hogwarts, from Muggle eyes. Obliviator Headquarters: The obliviators are highly trained to precisely modify the memory of any Muggle who witnesses an act of magic so that the Statute of Secrecy is not violated. They work in tandem with the Accidental Magic Reversal Squad to ensure any incidents with Muggle witnesses are promptly dealt with. Muggle-Worthy Excuse Committee: This committee is responsible for coming up with the excuses that are given to Muggles in the event of a magical accident (or attack) that cannot be easily explained away or otherwise dealt with. Under the present administration, much of their work is devoted to covering up the more egregious of the Death Eater attacks upon Muggles and as a result, employment with this committee is difficult to obtain for anyone whose allegiances are not certain. |
Head: Rabastan Lestrange Beast, Being and Spirit Divisions: Three separate divisions within the Ministry, each one is responsible for affairs regarding the creatures that fall under their respective division. They handle just about everything dealing with creatures from maintaining (and updating as necessary) the classification system, making recommendations for laws to control the creatures, regulating and monitoring the breeding of new creatures and responding to reports of attacks. Specific Liaison Offices: There are several liaison offices to maintain relations between the Ministry and various creatures. The Goblin and Centaur Liaison offices are both longstanding (although the Centaur Liaison Office is as disused as ever), while the Giant, Werewolf and Dark Creature liaison offices are new, created under the auspices of 'reducing the threat these creatures pose to society' while in actuality they exist to strengthen the alliance between the creatures and Voldemort.
This committee determines when a creature is to be destroyed in response to reports from the respective creature division and is responsible for carrying out the execution. Pest Advisory Board: This board creates guidelines for the management of magical pest infestations, both in terms of official Ministry policies and advice to households for dealing with the creatures. Dragon Research and Restraint Bureau: The Dragon Research and Restraint Bureau is responsible for the control of any dragons within Britain and Ireland. Office of House Elf Relocation: An office that oversees the placement of house elves with their respective owners. They collect the necessary fees (which are quite steep) from anyone who wishes to purchase a house elf of their own and also take in any house elves whose owner dies without an heir or beneficiary of their estate. Office of Misinformation: The Office of Misinformation is responsible for handling situations involving creatures that cannot be easily explained away by Muggle authorities. (Situations involving wizards are handled by the Muggle Worthy Excuse Committee.) They work directly with the Muggle Prime Minister to provide explanations that will maintain the Statute of Secrecy and keep the Muggles ignorant of magical creatures. |
Head: ? International Confederation of Wizards, British and Irish Seats: This is the wizarding version of the United Nations and they are responsible for instituting international laws such as the International Statute of Wizarding Secrecy. They have very little in terms of enforcement abilities aside from the ability to levy sanctions, but even more so than with the United Nations, it is exceedingly difficult to get the International Confederation of Wizards to agree on much of anything at this point. The body is headed by the Supreme Mugwump, a position that rotates between the member countries. Britain's last Supreme Mugwump was Albus Dumbledore, until his removal in 1995. There are seven British seats and they are selected by the Minister of Magic with their appointment approved by the Wizengamot. International Magical Office of Law: The International Magical Office of Law is responsible for ensuring compliance with international statutes within Britain and Ireland. Although enforcement is handled by the Department of Magical Law Enforcement, the International Magical Office of Law provides advice and council to both DMLE and the Wizengamot. They are also tasked with negotiating all international criminal matters and extraditions with other countries, whether foreign criminals within the UK or British and Irish criminals who have fled the country. International Magical Trading Standards Body: This office is responsible for negotiating, maintaining and enforcing international trade agreements. Office of Diplomacy: A new office, diplomacy is a generous term for the duties of these employees who are largely focused on securing allies for the Ministry and ensuring that neutral and opposition countries do not attempt to intervene in British affairs. |
Head: ? Apparition Test Centre: This office is responsible for providing apparition lessons, administering the apparition exam and granting licenses to those who pass. Although unknown to the public, under the present regime, the difficulty of the exam varies depending on the student taking it in an attempt to control the movements of those who are deemed to be less certain in their allegiances. Broom Regulatory Control: Broom Regulatory Control sets and enforces rules for broom manufacturers to ensure they meet basic standards of safety and functionality. All broom purchases are now required to be registered with the Ministry and this office maintains those records. Floo Network Authority: The Floo Network Authority consists of specially trained employees who control which fireplaces are connected to the floo network. This office is able to connect any Muggle or wizarding fireplace to the floo network unless it has been specifically taken off the network at the source. The Authority also determines the level of access in a given floo, from allowing transport only to and from a specific point to completely open access. Portkey Office: This office is responsible for the creation and control of portkeys. Portkeys are highly regulated and only granted on a temporary basis to all but the most trusted members of society. The employee who issues a portkey is held personally responsible for its return |
Formerly the Department of Magical Games and Sports, this department was disbanded following Voldemort's takeover and the end of quidditch. The space is now occupied by the new official Department of Magical Education and the personal offices of Wizengamot members. Department of Magical Education: Head: ? Although specific divisions within the Department of Magical Education have always existed, its creation was another addition to the Ministry following Voldemort's takeover, out of a desire to exert greater control over Hogwarts. Hogwarts Liaison Office: To ensure that the Ministry is well informed of the goings on at Hogwarts, regular reports are filed with the Hogwarts Liaison Office, with a particular focus on identifying both disciplinary problems and promising students. Curriculum Approval Department: Headmaster Snape is trusted with the management of Hogwarts, but the Curriculum Approval Department exists to ensure that students are being properly educated in the ways of the wizarding world. Under the present Hogwarts Administration, they offer recommendations for possible improvements to the curriculum but as a rule, they do not contradict Snape. Wizarding Examinations Authority: The Wizarding Examinations Authority is responsible for the administration of the annual O.W.L. and N.E.W.T. examinations. Committee on Experimental Charms: All new charms and spells must be reported to this committee upon their creation for further testing and research to ensure that they are safe for use (more a concern of possible backfiring than damage to others under the present administration) and properly developed. The Committee maintains a registry of all new spells developed and works on the creation of new charms of their own. Wizengamot: Chief Warlock: ? Although the Wizengamot Administration offices are located in the Department of Magical Law Enforcement, Wizengamot members who choose to maintain offices in the Ministry are given space on this level. (Many choose to do so, but there is also general and temporary space available for those who do not.) There are fifty members of the Wizengamot with members appointed (and removed, if necessary) by the Minister of Magic. Although some members are experienced politicians and judicial officials, appointments are frequently granted as political favours and there is heavy representation of prominent society members on the Wizengamot. The Minister of Magic, Senior Undersecretary to the Minister and Head of the Department of Magical Law Enforcement are permanent members of the Wizengamot. In addition to presiding over trials, the Wizengamot is also the legislative body of the Ministry and is responsible for the approval of new laws. Under the present Ministry, the Wizengamot's role is largely to rubber stamp Voldemort's decrees and to go against the wishes of the three permanent members (who represent Voldemort's opinion, to the best of their knowledge) is a quick way to get yourself removed from the Wizengamot. Or killed. |
The bulk of Level 8 is devoted to the atrium which serves as the Ministry's lobby. The hall is lined with fireplaces that serve as floo access, although most employees can only use the two floos that provide access to the employee entrance. The Atrium is staffed with hit-wizards who provide security and screening for the Ministry as well as a security desk that is staffed by a watch wizard around the clock where all visitors must register their wand. The Magic is Might Monument was damaged in an attack by Angelina Johnson and Colin Creevey but has since been rebuilt. The statue is of a witch and a wizard sitting on thrones carved in the shape of piles of naked Muggles. Level 8 also contains the Magical Maintenance Department where the custodians of the Ministry work. |
Head: Augustus Rookwood The Department of Mysteries is where the Ministry conducts most of its research, which is highly confidential. The specific divisions are known only to the most senior of Ministry employees and even Department of Mysteries employees are unaware of the research being conducted by other divisions. Employees are "Unspeakables" and to divulge the nature of that research to anyone will result in being fired at the least, being sentenced to Azkaban or even being executed. The bottom level of the Ministry is accessed only via stairs from the Department of Mysteries. Heading down to Level 10 is much like descending into a dungeon, with narrow, poorly lit stairs and a dark, stone corridor that leads to the courtrooms. The courtrooms themselves vary from small hearing rooms to larger rooms that accommodate both the full Wizengamot and an audience. There are also twenty small holding cells on Level 10, ten on each side of a narrow hall that can only be accessed by Inner Circle Death Eaters and authorized Ministry personnel (select representatives from DMLE, the Wizengamot and the International Magical Law Office.) Dementors patrol the hall between the cells and at the end of the hall there is a "holding pen" where the Dementors can be confined when necessary. Dementors are also present for the trials of more high profile criminals. |
