Ginny was a hard one to balance, and I really tried not to bash her too badly, but even my husband said the same thing when he read through it, so I guess, yes, Ginny is a menace. It's hard to be fair when you don't like a character, though.
Unfortunately Malfoy has managed to escape (or buy his way out of) trouble so far. The story assumes that since Malfoy is on the Wizengamot and Harry is, well, Harry, there is a balance between them that ensures neither one would benefit from hurting the other physically, especially considering that Harry now has dirt on Lucius (the aliases he used during the war). The one Harry would worry about would be the unknown Draco and Severus helped alleviate his mind about that, so I could see Harry allowing Al to go see Scorpius at Malfoy Manor.
