Yes, of course Thor meant Loki. It was no secret they lived together, nor was it a secret that they were -- well. They were something. Closer here than they were in their own world. Or Tony assumed as much anyway. He wasn't here to ask questions about what the relationship was or was not about.
"Sometimes it's got to be more than just a person," he said, even as he looked out over the crowd -- it wasn't hard to spot Steve there. "Or, for me it does. Small scale doesn't take enough -- I don't know. Enough." Obviously Steve and Gwen meant everything to him, but Tony knew he wouldn't be as tolerable to be around if he wasn't also focused on ten other things at once. Being 'Mayor' was good for him.
"I get it though," he agreed, hand moving up to tap almost idly at the blue glowing through his shirt. A reminder of the past. Tony wasn't sure it had anything to do with being a failure, but he wasn't going to pick at wounds that weren't closed for Thor. "This place -- well. Moving forward isn't a right, you know. It's just how time works. Ironic, considering we're in a place that doesn't want to adhere to the rules of space or time, I know."
