A lot of the things Thor did was out of jest. He was generally a good natured soul with a love of laughter and having a good time. He knew that Stark had been essentially running the place. His declaration of Thortopia was mostly out of humor and he didn't take it seriously. He could've, maybe, if he had been brought to this place first and decided to establish himself as a leader. But even that was debatable and really not something he was cut out for right now. Best to let Stark do it and just pretend to be in charge of things. He'd never actually take credit for one shred of it. Thor may have been born to be a king, but he'd never really been ready for it.
"Sometimes you think you're doing your best, but you could do better," he went on to say. "Or you really are doing your best, but it's still not enough." Thor was treading lightly with his words because this was slowly becoming one of those conversations where you said things that sounded like they were about one thing, but were really about something else entirely. He wasn't going to avoid it just yet, but he was also not really sure he wanted to go there now or ever.
