Yes, he really could conjure the dead, and normally he didn't even really have to try for it to happen. Ben was his baseline even when he was high he could get Ben. Other than his brother though he usually had to try at it if he wanted someone specific, otherwise it was just any ghost in the damned area that decided it'd be fun to wander in and tell him all about their gruesome and terrible deaths.
For now though, Klaus let himself breathe and relax into those easy touches from Loki, "It's not so bad," He admitted after a moment, "Being dead, god is kind of a bitch, but-" He shrugged, so was he, so he could kind of relate.
He didn't worry as his thumb moved lower, pressed against his throat as they talked a little and he had to pause and truly consider it. Whether or not his siblings were dead now, if that was the reason why they were all not here and not simply because they'd gotten lost. But why not him? "I'm not certain." He admitted, it'd really put a damper on the whole saving the world thing if they were, but beyond that he just kind of would rather they not be dead. "I don't think they are, even if we were running from the apocalypse before I showed up here - I think they just... got lost?"
