The shop owner was correct, if Ministry reports were to be trusted; Muggle overfishing had cleared out the plankton and algae that plimpies ate during breeding season, which meant fewer breeding-age adults, which meant fewer juveniles. It had been going on for nearly a decade, but Fudge had not particularly cared and his successors had had other concerns. Shacklebolt did (he had family on Barbuda) but the fishery had all but collapsed.

“It won't be easy, restoring the breeding grounds,” he'd said when Severus had Floo'd him to complain. “Tricky things, plimpies.”

“We'll see about that,” said Severus.
