Attention: All Hogwarts Students,
The new term begins the first of September and we look forward to seeing each of you return this year. Some changes are going to be made this year at Hogwarts and we think that they will make a massive improvement on the way things are run around the school. First off, there will be a Ministry of Magic employee visiting the grounds weekly from the Department of Student Affairs. This will be a chance for the students to give the students a chance to offer the ministry suggestions on how to provide school unity and a better learning atmosphere.
Secondly, the house system has finally been abolished. Yes, that is correct. This has been a project in the works since the final battle of the war against dark magic. We believe that if houses are split in a different manner than personality and likenesses, there will be a lower prejudice level at the school. This may affect Prefects and will affect Quidditch. If you were a prefect for your house last year and someone else was a prefect for the same year and a different house, there's a chance that one of you may lose your title. Quidditch teams have been cleared. The only one who is guaranteed their spot is the captain, who will be in charge of holding try-outs to fill their team. They will take former positions into consideration when picking their teams. They'll be done by new houses. The house point system has also been abolished.
Cynthia Rosco Head of the Department of Student Affairs Ministry of Magic
Congratulations, you have been selected to be Head Boy or Head Girl this year. You will be in charge of overseeing prefects as well as the student body as a whole. You will meet your counterpart on the train in the prefects car for the annual start of the year prefects meeting. You and your partner will be in charge of informing the new prefects of their responsibilities as well as helping first year students with any needs they may have. After all, Hogwarts is a big school and it's easy for the younger students to get lost. As the house point system has been abolished, that can no longer be used as a form of punishment. Prefects may only reprimand students on the spot and suggest punishment with the professors. Please keep this change in mind when you lead the meeting on the train.

Congratulations, you have been selected as one of your houses prefects for the next year. To the older students returning as prefects, you should already know the guidelines, however, your Head Boy and Head Girl will have some more infomation to give you on the train. To the older students only just becoming prefects as well as the fifth years who are becoming prefects for the first time, there is a little more to explain here. Once you become a prefect, you are a prefect for the duration of your time at Hogwarts, unless you lose the privledges due to misuse of your power. The Head Girl and Head Boy will go over your responsibilities and limitations with you on the train. Please be sure to listen closely and if necessary take notes. Enjoy your new year, but keep in mind that you are a role model for the other students.

Congratulations, you have been selected as quidditch captain for your new house. We do take your position of responsibility seriously, but also have fun with it at the same time. Quidditch captains are often likened to Prefects. They have a position of authority, but they also have their limitatons. A quidditch captain's authority lays on the quidditch pitch. Keep this in mind if you see students misbehaving. That is not your territory. This year, you will be responsible for filling your entire team, since the houses have been abolished, there may be people who played the same position for two different houses, therefore, the entire teams have been wiped clean. Do consider previous quidditch positions when trying out students, but do encourage those who have never made the team before to try out as well.
