BREAKING NEWS: In less than three days, the International Confederation of Wizards has reached an agreement on the new Statute on Population Control, which is modeled after the laws enacted by the United States and Brazil. With an overwhelming support of 187 countries, the Statute now goes to the individual countries for ratification.
The law would require anyone to have a child before the age of 30 or within three years of enactment, whatever comes later. Anyone over the age of 70 is exempt. There are extentions in cases of miscarriage. Families with three or more children and with low income will receive a stipend for each child. International funds will be given to countries to support families with more children. There are criminal penalties for failing to comply. The jail term is equal to the amount of years required to reach age 70. There are provisions to allow the person to have a child, at which time he or she would be released. The Wizengamot is expected to ratify the Statute on Monday despite the Minister's objections.
