That's debatable, I think. We don't know exactly how much stalking Tim has done in the past four years. He obviously knows them well enough to know that 'Batman needs a Robin', and his first instinct is to get Dick back rather than stepping himself to take on that role.
I agree that it's one more rationalization for his comment, but it doesn't make me find him any more sympathetic. Then again, I do have Tim issues, and it's the first story in which he really appears, so there's bound to be a certain level of rampant obnoxiousness. (Steph didn't suffer from it because she wasn't slated to become Robin and I don't mind Jason because I find his tough attitude hilarious, but Cass' first appearance could have rubbed people the wrong way either.)
