It's just to balance the image and stop any clashing with other elements like the birds. The "detail" on that figure kind of fades out as you move away for her torso.

Then again I'm just addressing this picture. Does he colour them like this on other pictures with any consistency? Cause then then your totally right about the costumes visual unity.

Yeah, it's just how he always draws her, with the boots significantly lighter and lower saturation than the suit. This cover is a good example, and it's even more stark in black and white.

oh I get ya :) I think he's trying to convey texture or material, but in the two you posted he totally nails that with the shading. I agree the tonal differences are unnecessary.

Was it AH who gave her the baggy ankles? Cause I like that.
