The lack of control in these pages is clearly a temper issue. It's not about being physically unable to tamp down his powers.
"And do you seriously believe that Waid has even thought about this far enough to have said to himself, "Well, yes, that's a natural consequence of this situation, but I've already figured out that he could turn his own powers off, even as a child," or are you just looking for an excuse?"
No, I think it's quite possible Waid didn't bother to ask himself, "Hmm, how could this kid handle a prostate exam?" I'm not all that bothered by that though, in my superhero comics.
"If it turns out that he's actually come up with yet-to-be-revealed on-the-page explanations for all these plot holes I keep pointing out..."
No offense, and I don't know whether you're not reading the comic carefully or only reading what's put on scans_daily or what, but most of the holes you point out are more about where the story might go then where it actually is going.
