I think they drew a bunch of fight pages, picked their favorites, and ran them. This is one of the most fight-fight-fight issues I've ever read.

To be fair, neither Lightle nor Giffen draw Dream Girl particularly well. It's not until Al Gordon starts inking the book that she begins to look alright.
