I love the JSA, but I am having trouble understanding the thinking behind this series...

I think I know what you mean. For me based on the first two issues this mini has seemed more of a Mr. Terrific vs Kobra series (guest starring the JSA & Checkmate). I guess that's what happens when the story is basically told with two distinct POVs to the exclusion of others. I love the character of Michael Holt/Mr. Terrific but Power Girl is supposed to be team leader now and she just so far has basically stood around brooding while Mr. T gets all the thought boxes. Karen/Kara is a Kryptonian from a more advanced civilization (albeit from Earth-2) and she owns/started her own successful software company. Yet it seems JSA writers rarely value her intelligence.

Having said that I think so far this has been better than the titular JSA title (the one with evil Japanese WWII undead menances, Obsidian turned into an egg and the Spectre's arch-enemy Eclipso suddenly hanging out with D-list villians). Don Kramer's pencils have rarely looked so good and I find the political angle refreshing (for once) rather than some contrived supervillian who Alan Scott or Jakeem Thunder could easily take out (but rarely do).

I am annoyed that Power Girl is nominally the chair of the JSA, but doesn't actually seem to have much authority. Yes, the old guard of Alan, Jay and Ted (and Carter, when he's not acting like a jerk) are there to mentor the next generation, but it they want to make all of the decisions, one of them should have become chair.

Idiot Plot on top of Idiot Plot, at least issues #27 and #28 -- to the point where it go too painful to read. I haven't picked up #29 yet, but hopefully Willingham will at least avoid *that*.

I think the political angle works for me because they're writing it as a complex problem where the characters aren't sure what the solution is or even what the boundaries of the problem are.

And yes, the art is rather lovely.

It serves as a continuation of the plot threads introduced in the previous Checkmate series, which Eric Trautman co-plotted. They're using the JSA since Checkmate is more or less defunct after Final Crisis and main characters like Mr. Terrific are in the JSA anyway.
It's Checkmate Lite, if you will.

I also get the feeling DC is experimenting with expanding the JSA franchise, so a mini with a setting that is familiar to a group of fans seems like a good place to start.

Yes, I'm sure Power Girl will be furious, because how dare that janitor be murdered on her clean floor.

The saddest part of all, that kind of idiotic statement is probably in-character for Rick Tyler.

I know this is a really minor thing - but where have Cyclones freckels gone? This is the second time I've noticed her drawn without then :( She's also suddenly got a lot prettier and less gawky, and while the art is beautiful that makes me sad.
