From LJ's Scrapbook Help page:

You can use image URLs with HTML to add images to your comments, profile, custom mood theme, or external web page.

So it looks like LJ doesn't care, and since the Scrapbook is as much your own space as PB or Imageshack, I don't think it would thus fall afoul of the rules.
