I think he's one of those characters who is written poorly almost more often than he's written well. When people think of him, they tend to most remember flashy things like leaving Madeline or the affair with Emma. It makes me wish Editorial would buckle down and say no to any plan to "make Scott interesting" by turning him into a d-bag, since that just makes him an uninteresting d-bag.
