To make a long and incredibly convoluted story short, as part of one of his schemes in the early 90s, Kang founded a small town in Wisconsin named Timely (after the original name of the company that became Marvel) which would later serve as a base of operations for the guy who made the original Human Torch, who became the Vision.

The Avengers Forever mini by Busiek, as I recall. Immortus created two Human Torches via time travel, one of which became the Vision while the other was eventually reactivated and had modern day adventures.

No, not at all - if I remember correctly, Weezie got de-aged back to how she was in her glory days, and this happened after the Byrne Shulkie book, so it's still in continuity.
Also - BLONDE PHANTOM! Yaaaaaaay!

The splash for this issue sounds more like time travel to me. I guess she could go forward, then go back again at story's end...

I can't say I agree - the 'has she still got what it takes?' implies that, while she's back to her old self, she hasn't fought crime for a good fifty-odd years, and has some catching up to do. Of course, I could be wrong - but I can't see why Marvel, having already put a young, fit Blonde Phantom back in regular continuity, would go to the trouble of using a time travel plot to bring another one forward. It seems somewhat pointless - it's like saying 'I have here a lovely omelet that I made myself. Now, I could eat this omelet or I could toss it in the garbage and make *dramatic hand gestures* ANOTHER omelet! Yes, I think I will do that!'
