I think that the question is which stories does the reader remember. You've defended Tigra but many readers only remember "Why do I have to melt before anything in pants?" Similarly, readers who like Jan remember her portrayal under Stern and Busiek. And Jean is arguably worse than Janet- she stayed with a man who forgot to tell her he was married and almost killed her, was "shocked" when he cheated on her and contributed to a teenager's suicide but never felt guilty about it. At least, that's one way of looking at it. The heart of the matter is which stories the reader remembers. That's why Hank is known primarily as a "wife beater" but Dr.Strange isn't known primarily as a child killer.
