My home was rather the opposite. I come from the mountains of Nepal, where one needs a few layers of wool and fur simply to avoid dying of hypothermia. And most recently, Captain Laurence and I were living in a damp, chilly country where going uncovered might not be deadly, but it would certainly be uncomfortable. We do have places in our world where no one wears shirts, though. Laurence has probably been to more of them than I have, actually, given that he has traveled through southern Africa and Brazil.
