[The initial wave of Delphinians to arrive are large numbers of refugees; farmers and hardworking townsmen whose lands were destroyed by the flood. With the refugees are contingents of government officials, made of up of royal guards, navy officers who've lost their boats to the tides, and the like. They bring with them enough food to support the numbers they've sent and seed to grow more, though it's uncertain what growing will be done in these days.
The Queen herself has not yet arrived, staying at the capitol to continue with arrangements for having the last of the supplies moved from the royal stores and to arrange the evacuation of the ports, etc, loath as they are to leave the ocean.]
