Three hundred years after the fall of the mutant race the world has not changed much. Science has made some advancements but the universe has yet to be fully explored, let alone colonized. There is still death and disease, deforestation and extinction, famine, war, and global warming. Humanity has managed to slow their progression, but has yet to fully correct these and other important issues which plague the world.

Some say the answers to the world's problems were lost with the last mutant. Most, however, have come to regard mutants as the quintessential mythic archetype, replacing the greeks and romans in the annals of history. Great heroes who may or may not have existed, with nothing but stories and the odd artifact to prove their existence.

According to lore, their homeland was the forbidden isle of Genosha. As the last supposed settlement of the mutant race, Genosha has been sealed by a unanimous edict of the United Nations. Its waters are patrolled by an international fleet year round to keep its secrets safe. However, the world's museums have had enough archaeological success in other reaches to have some record of the existence and brief history of mutants available to the public. Between these museum pieces and private collections, there is enough left of the mutant race to keep people both fascinated and skeptical.

Having been abducted from various realities to star in one of Mojo's intergalactic television series, a group of intrepid heroes finally make their escape. By comandeering Mojo's own inter-dimensional transporters they manage to escape Mojo's realm, but something went wrong and they find themselves in what appears to be a post apocalyptic world, their numbers augmented by the arrival of unfortunate souls snatched at apparent random from their own realities by the malfunctioning transporters. In truth, they have all appeared on the forbidden isle.

Now they must discover the new world they have come to; its limits, its laws, its history and its secrets. To guarantee their safety, and their survival, they must venture out beyond the wall. Into an unsuspecting world.

A world that may yet hold hope for them; and they for it.

No warning. No previous signs. No explanation. But everyone's story has a middle bit that sounds the same. It involves the mentioning of a "blinding white light" and then the "feeling of the worst hangover imagineable."

This is how they came to Penny Lane.

Penny Lane is a main street in a place that doesn't exist; least not any map. It's a picture perfect sight from the sixties mod culture and yet modern day novelties can be found. The sun always sets a different color. the clouds tinted shades as well - and at night the stars sparkle to a inaudible universal symphony. Penny Lane eventually turns into a long and winding (dirt) road, that runs thru strawberry fields and ends at the Sea of Time. On the edge of the strawberry fields, nestled at the brim of the woods, are caves that burrow underground. At the other end of the Lane there's a different street visible, even people going about their lives, but they never seem to take notice of those on Penny Lane.

No matter which way you try to go; there's no escaping Penny Lane no matter what. Machines that travel through time and space don't work, and those who can open portals between worlds at the wave of a hand find their power lacking. You can run and run and run - but you'll end up back where you started. You can try navigating the green waters of the Sea of Time - but you'll be dead before you lose sight of land. Braving the woods passed the strawberry fields only brings talk from the lonely locals of murderous creatures called Blue Meanies.

Some people go mad. Some try to find a way out. Some cope with the better life they've been given.

But they're all together now.

And this is their story.

City Limits is set in Joss Whedon's Slayerverse. Taking place in 2013, its focus is on original characters, rather than those from the television series. City Limits is a spin-off of Birthright, a role-playing game that ran from 2004-2008. City Limits hopes to maintain those high standards of creativity and entertainment quality, while incorporating new characters, a fresh setting, and additional writers. Stretching across Chicago, Illinois, it offers the perfect setting for good writers seeking a quality world where supernaturally-inclined characters can play.

Game Premise

A year has passed since a series of ground-breaking media leaks exposed the U.S. government's knowledge of and involvement in the supernatural underworld. After the initial discovery, there was chaos on a global scale, as other government programs were revealed. The human public reacted in anger and fear, resorting to violence, avoidance, and outright denial. As for the supernatural, some relished the opportunity to exist in the open, while others went into hiding to avoid retribution. To control the situation, strict national curfews were enforced at dusk and military units were deployed to keep the peace. In July of 2013, the chaos has settled, though humans and demons still struggle to adjust.

Along with knowledge of supernatural creatures came a public understanding that mystical convergences, hellmouths, and even portals to other worlds are real.

One such portal exists in Chicago, Illinois.
