Department 74, centered in Wayland City, stands as a testament of heroic accomplishment -- and of civil rights abuse. The men and women worshipped as ‘heroes’ are little more than prisoners, soldiers trained to give all they have to fight crime, or to suffer the consequences of desertion. But the crime syndicate Apex rules these streets, and they have powers of their own -- both super, and mundane -- and they have no intention of going down without a fight. Behind a corporate mask, they strike from the shadows, building their own army with the same mantra: join us, or die. And for those willing to take that chance?
