As always, I never know if this is allowed to be posted here but anyways -- I want to make icons but my icons always turn out like crap with Photoshop CS3 Extended. Is there any tricks or tutorials to making at least semi-decent or decent icons?

icon_tutorial (over on LJ) is just one comm aimed at helping iconmakers improve their graphics. it has an extensive list of tutorials and tips, and it's a really good starting point.

Crap like how?

The simplest way to make icons is to hold shift while using the rectangular select tool to select a perfect square. Edit>Crop. Edit>Image Size>100pixels x 100pixels. I sharpen it once and then I put a border on, but most people don't put a border.

Are you having a problem with image quality after it saves? Are you sure you're saving at a higher quality?
