This is something I've been wondering about for a while, and I'll use this gif as an example. See how it looks like you're looking at the gif through a (vaguely dirty) window?

1. What is that effect called?
2. (optional) How can I do it myself?

i may be wrong but i think it's a texture. i don't have ps on this computer or i would try and figure that out but i would try and put one as the top layer over the gif and play around with the opacity.

Yeah, it's just a semi-transparent texture. I imagine you'd just have to create a layer, insert the texture you want, then convert the layers to slices?

The only way I personally know of is by using Photoshop to combine the different images, and then another program to turn them into an animated gif, like Photoscape (which is what I personally use to make gifs). I could try it, but it definitely wouldn't look as beautiful as that!
