Another way is <a title="YOUR HOVER TEXT HERE">, but the downside is that browsers treat it as a link, so it'll show up with the same formatting as links, as you can see in the start of this sentence. That said, it won't actually go anywhere when clicked without the href="LINK" part of the tag.
