Sorry if this has been asked before, but is there a tutorial one how to make icons like these: . . Or if there's an 'action' I can download, even better!

you might want to check out ~coloring_help over at livejournal for coloring and such. the icons do look as though they have a screen layer, and perhaps one that's soft light as well (or you can add an adjustment layer to, obviously, adjust the brightness and contrast). to get that 'soft' look on the second one, just duplicate your base, set it to darken and got to Filter > Blur > Gaussian Blur. personally i have the radius' pixels set to 1.0. from there you can lower the opacity so it won't be a blurred mess (maybe around 30%, depending).
