While I appreciate the desire to help the fandom, the "Who to ban" section this article reads as if all X-game mods should be banning this rather long list of characters, yet provides little information on why those should be banned beyond vague statements about the characters not being liked or being a "hassle." I have no issues with your opinions, but I do think that more reasons need to be provided as to why those characters deserve to be banned. The article reads rather like a laundry list of things to ban rather than a guide to the creation of a good game. It also contradicts itself several times with confusing wording. I think that changing the wording to "I suggest" or "I try to..." along with adding reasons for why to ban a character or suggestions for how to limit a character's power will make this a much more useful resource. This is a bit long so I am going to be forced to break this into different comments.
Generally, any character who can single-handedly put the world into a state of immense terror should be automatically nixed.
I feel that this is a dangerous statement to make as Xavier himself falls into the "godly" category. Same could be said for the potentials of Scarlet Witch, Jean Gray and Gambit just off the top of my head. I know you were meaning this specifically towards super villains, but it is just such a broad and final statement. A responsible player can play characters with earth-shattering abilities, on both the good and the evil side. Personally I think X-games would be much more fun if mods would stop crippling the bad guys while allowing the good guys to have the most powerful telepath in the world in their ranks. That is just a personal opinion, of course. I am not saying Apocalypse should never be banned, but to "automatically nix" anyone who has powers above a certain level, on either side of the line, strikes me as a serious limitation. Not every godly character is going to godmod, and I have yet to see a game that does not have a rule outlawing godmoding. If a player is abusing the abilities of a character, the mod should remove the player from the game after a certain number of violations. This strikes me very much as punish the victim (the character) instead of the abuser (the player).
Second, get rid of all of the reality warpers/dimensional hoppers.
Another strong, demanding statement which you contradict just a moment later: If you'd like the characters in the game, have the mun simplify them. And then contradict that yet again: Ban characters that can cross dimensions.
I, personally, have never had problems with characters who can cross dimensions so long as the player is able to write a good history and keep or trap the character in the reality/dimension/setting that the game is unfolding in. Having a character pop in from another timeline or dimension and have their escape device break or be stolen, or having the character just simply decide that they like it here and set up camp can make for an interesting story arc. This can provide great conversation topics for characters and introduce alien customs, something different and unique for other characters to interact with. Why auto-ban something that could be so healthy for a game? Your example also seems redundant as you mention the 'godly' aspect which has been covered previously when you say to ban all godly characters.
