I have a question, could someone make or is it even possible to make something like this, but make it look more like its provide by a news station? It would be for news updates, like weather and community problems.

It should be possible! What were you thinking exactly?

You could replace the header/ top background of a layout with something radio-y and find a layout whose sidebar is editable (like this one) to add in other information.

At first I had no idea, but I was thinking something like this.

I could, but I seriously fail at html, unless there's like a step-by-step thing.
