[Gwen knew Harry. She knew him well enough to know that he would ask her to open the door, and she knew him well enough to know that he would do it in a way that she would find emotionally difficult to resist. But she'd hoped it would take a little longer, or that she'd manage to ensure his calmness before she had to wrestle with the decision to be made. Sitting there, there was no time for columns listing pros and cons. She knew Jason meant his threat about making Harry pay for anything he did, but she also knew that Harry couldn't get beyond the basement door's security system and the latch she'd slid into place outside when Jason left.
The door could be opened from beyond, but not from within, and that was a carryover for flooding in the lower levels of the Estate. So, even if Gwen opened the panic room door, Harry wouldn't be going anywhere. Peter wouldn't need to hunt him down again, and that limited the potential repercussions of being stupid.
But his question came earlier than expected, and she lamented the loss of abilities that would allow her to set up a barrier within the cell, just to let herself in and lock it behind her.
