We're already working on bringing those people in.
The National Guard, working with S.H.I.E.L.D and the CDC., has people going in to buildings, looking in cars, etc., for stragglers and those too sick to get themselves out. Unless victims are overly aggressive and must be dealt with on the spot, the easiest method of injection is en masse with pre-filled disposables in the quarantine camps and shelters. Everyone working in conjunction should mean we can work at a relatively good pace.
As this antitoxin is needed by millions, Banner, focus your efforts on synthesizing and coordination with the CDC.
To answer Barton, spraying is ill-advised. We don't know if there might be environmental side effects, and that's along with the very real possibility of side effects on sufferers already. A mass inoculation and a supervisory period should be enough for now. We want people to be able to go back to their own homes and begin to rebuild, so the monitoring won't be prolonged. We are working on creating spaces for the displaced, as well as setting up centers for the worst off. Pop-up clinics are going to remain in the area, at designated locations, as we clean up, under the CDC's umbrella, until we're sure there are no serious side effects we're working against. Phone centers, flyers, and so on, will be made available to the public for them to report their recovery to.
On our end, we need to focus on bringing the last of our people in to receive the antitoxin and follow-up care. All available hands should report. I'll have a list later today of who and where we should start with. Once that's finished, we'll move on to a general relief and clean-up effort, taking direction from the CDC as to where we're needed most.
