Tony gave her a look of airy nonchalance overlaid by mock hurt. "I am capable of having completely original, even romantic ideas," he said. This was a typical Stark half-truth, as yes, he was capable of that, but in this case, no, it wasn't really his romantic idea. He'd done the work, though. Well, part of it. JARVIS found the numbers and he ordered the people around. Tony was one of these people who didn't count money in the form of numbers but rather the amount of effort required to spend it.
The restaurant was fully staffed, just like the security had been on site to stand unobtrusively out of the way while they wandered past. Tony didn't have a preference on a table, and he let Pepper choose where they would sit, following along behind in a highly uncharacteristic wander. He wouldn't take the menu, forcing the awkward (nervous) waiter to put the menu down on his bread plate.
All part and parcel to having a dinner Pepper didn't warn anybody about.
"What's good?" he asked her, assuming both that she'd been there and that she would want to choose.
