I think Neil is indecisive to the point of irresponsibility. I don't know why he didn't call someone else if Sam was clearly drunk and propositioning him for sex. If he did go there with the goal of taking her somewhere else and letting her sober up, it would stand to reason that he might not be the right person to do it, when she's propositioning him. What happened after that I can only explain by saying the man wants other people to make choices for him, because he doesn't like making choices himself.
I don't know why he did anything he did. He seems to feel none of it was intentional, but he's distraught and he knows he made a mistake. I don't think he is 'stabling' Sam so she doesn't get closure. I don't think Neil knows what closure means. That would require making difficult choices.
