tl;dr: Uninteresting? Kind of, but let's look at the bigger picture.
Well... I dunno if I'd say uninteresting but I definitely agree that they're familiar characters, anime archetypes.
The problem is that they were originated in the Time Before Games Had To Have Plots, so we look at them with jaundiced modern eyes that expect more characterization than anybody ever got in the 16-bit era.
So I think in a sense we judge them too harshly because they've failed to (hee) 'evolve' alongside the rest of the industry. This is just a problem of us being fans of something really, really old. It's hard to remember that comparative to the Classic series, the X series actually brought the series to a higher level. It just failed to live fully to its early potential; and some of that is just disagreement with Inafune-tachi about where the plots and characters SHOULD have gone.
It's easy for us, who are by and large writers, to bitch about plotting. of course we would do it differently! each of us is going to bring a unique perspective of what we think the story is about and what works. I'm not willing to defend Capcom's decision to run the games into the ground, but we always have to remember that plot and characterization is a FAR, far second in their minds- not that they care any less, but for a variety of reasons, it just doesn't end up mattering as long as the game ships on time. :D
