Inafune is probably referring to Tokuro Fujiwara (wiki), who is the actual creator/director of Rockman, while Inafune did the character design. He left Capcom in the 90's, and returned to the company in 2005.
It’s only right that a game meant for children should make it a policy to avoid killing as much as possible, but this game has things like military helicopters going down and the people dying. If it were up to me, I absolutely would have followed up with them escaping by parachute. What’s more, Roll dies, and even the Earth gets destroyed. I said, “How far are you going?!”
This makes me want to play it BADLY now. :D
When I think about it while I’m drawing, I can really identify with them. Late at night, after checking that no one was around, I would get carried away and cry “You guys are so cool!!” while I was drawing.
