The Maverick Hunters
Okay. Everyone's asked this question and tried to make sense of it: what, exactly, are the Maverick Hunters?
They're a organised military group, that much is obvious, but what kind of group they are and what responsibilities they have vary widely in the canon. Like mentioned in the below translation, the Hunters have appeared as a private security firm, but they've also appeared as a police force (MHX) or an actual part of the Federation government (MMX:CM). While you can argue that their role has grown over time, I think it'd be neat to discuss what exactly the Hunters are (obviously, fanon ideas are extremely encouraged).
One theory is that they are a paramilitary organization, which has a pretty varied definition. A paramilitary can mean something like the American National Guard, which is armed but only serves during emergencies, intelligence agencies like the CIA or specialised security agencies like the Egyptian Central Security Forces. This makes a certain amount of sense; MHX says that the Hunters act like police, but they're obviously pretty heavily armed even in MHX. Since they're not strictly military they can carry on investigations like seen in MHX, without encountering diplomatic problems.
Another similar one is a gendarmerie. It's like a paramilitary, except this is more definitively defined as a group that is often deployed in military situations, and are not peacekeeping civilian forces like the National Guard.
They could be, of course, a straight-up army, which makes sense if they fight uprisings and have specific units. I doubt this, though, because they don't really seem to act like an army (with defined rankings like general or colonel) and because they do have police authority. Repliforce, however, does seem to be an army of some sort.
Or possibly a private security force. Like mentioned below, it could be that the Hunters were once a group of mercenary-like fighters who were hired by the Federation. I mean, hey, they're called 'Hunters', right? That sounds pretty mercenary itself. You also could argue that they were a private security force until Signas came into power, because he's a distinctively military-like reploid, not a mercenary leader. But like above, would a mercenary group be hired to act like police? The obvious problems of hiring mercenaries is obvious in the wiki article (see the PMC in Iraq part).
Or, finally, some form of international organization that is a part of or attached to the Federation?
