Flash had to make a choice: catching this dude or saving the mobster. His training never gave a clear answer on objective vs civilian safety, especially when this civilian was a fucking criminal. But, if the mobster died, the city would get more chaotic and it wouldn't take long for the different factions to start turning on each other. "I can't do both." He told Cat and then started sprinting over the roofs of the cars. A dog on the passenger side barked, a kid with big eyes in the back seat shouted COOL! and a pair of party goers screamed.
Once he got to the docks, the mood changed from choked up traffic to dark, wide docks like teeth as the river waited to swallow up the mobster's car. He broke out into a sprint, which turned into a globby bounce from one container to the other in record time. The assassin was closing in, edging the mobster towards the mouth of the dock and Reaper formed a pistol in his hand, made a shot for the assassin's tires and then swung towards the mobster's car.
It was too late, though. The mobster swerved, spinning on the wet ground and skidded off into the water. Reaper made a clicking sound into the comm, which seemed more alien than Flash before expanding into a monster you'd expect crawling under your bed and dove in the water after the mobster to save whoever was in the car.
