That stanza's Bǫðvildr's talking to her father, Níðuðr, after Vǫlundr tells his tale. Níðuðr, a petty king, had Vǫlundr, king of the elves, captured, took his sword and his baugar he was making for his woman, had his hamstrings cut, and put him on Sævarstaðr, an island. The baugar were given to Bǫðvildr.
Vǫlundr lures the king's two sons to Sævarstaðr. He kills the men, making jewels of their teeth and eyes. Bǫðvildr he baits with the baugar, which he claims he'll fix. Instead, he gets her drunk. Committing her to the baugar she wanted from him. When she's talking to Níðuðr, she's telling the story of what happened after.
