The Minister for Magic stepped up to his podium, a slight, barely perceptible quiver in his bottom lip. He inhaled, long and slow, steeling himself. Then, when a hush had descended and he was certain he would be heard, Rourke began to speak. "I would like to begin this address to you today by sincerely thanking each and every British Wizarding citizen, and all guests and long term visitors to our country, for the work they have done to ensure the processes surrounding the reoccurrence have been carried out smoothly. Every single one of you has demonstrated patience and generosity throughout the last few months. We assure you it does not go unnoticed. You may think of your actions as small gestures, but it is in small gestures that the seeds of friendship and of hope are formed. It is through small gestures that you make your impression on this world." "This week, many of us at the Ministry have found ourselves targeted by concerns about how we make our impressions on the world. We have been painted in ways that distort the truth. It is in the nature of sensitive work to have to deal with sensitive topics; this is something we have been forthright about since the beginning. That we took longer than anticipated to inform the public of certain findings from an extensive amount of research speaks less to the dedicated team of Witches and Wizards looking to figure out the cause of this reoccurrence, and more to the difficulty of this journey. We are working on ways to materially alter our world: employment plans, safe and open regulations for domestic travel in the muggle world, and eventually international travel for the reoccured. We wish decisions could be made quicker, though we hope you understand that we are not willing to sacrifice security and safety for your appeasement." He looked down, the shame of a blush threatening to rise up in his cheeks. It cut at him to know he had far worse to admit to than what had been splashed over the front pages of the Prophet earlier in the week. He was keen to avoid promises for transparency. "This phenomenon places enormous demand on our imaginations. We have to imagine a new world now. We cannot simply go back to how things were before and expect those who have returned to catch up and fit in. We must embrace the new. New chances at life, new opportunities for our citizens, a new future for our country. None of us here in the Ministry are reluctant to change. From the moment the war ended to now we have cherished the idea of growth, have tried our very hardest to adapt to the demands of the new society before us. The reoccurrence is no different. It may take time, and you may criticise us, and we may make wrong turns, as all Wizards and Witches do. But make no mistake: we will come out of this stronger than before, a nation united. No matter how much time we need, or how many wrong steps we make along the way, we will see our imagined future become reality." "I will not attempt to soften the blow. I will tell you the facts now: the rest of the world looks at us with trepidation and unease. Truly, none of us can say that this fear is unfounded. We are at the epicentre of an unprecedented event, in the very eye of the storm. What happens during this moment is crucial. It is also unpredictable: in an attempt to balance the many arms of governance, including the social, economic, legal, certain parts of our hard work have unfortunately fallen through the cracks. But we are not unsteady. In the face of uncertainty, we rise up. We say today: Wizarding Britain is resolute, is sturdy, is new. Born again from the ashes after war. Born again from the reoccurrence. The Ministry today offers both their sincerest apologies, and their sincerest thanks. Together, we will welcome a better tomorrow."
