Sometimes, they just slowed down. They didn't find any fresh meat, and they slowed down, or got stuck places, or whatever, and they lurked, quiet, until something stirred them back up. Like two people wandering by having a conversation. That was a good way to kick up activity.
Which he was hoping for, which was why he didn't bother to request silence.
