Olinger doesn't miss how the Ranger eyes the file in his hands. Eagerness is a good sign, but Olinger wonders if she will still be so eager when she finds out why she's been chosen for this mission. When Olinger reveals the connection that will give her an automatic in through the gates of the Dog Park, will it derail her? That is why he is emphasizing so vehemently the evils of these outlaws. He needs to establish the foundation in Willa's mind first-- these men are not a band of happy hippies on Harleys, they are no Robin Hoods or white knights riding by on growling steeds. They are druglords and murderers who kill innocent men for sport. Olinger needs the Ranger to know this first and foremost.
"Wholesale violence," Olinger declares. Dramatics indeed. He produces another photo from the file, this one of a street strewn with blood and gore. He knows what will stir this woman. The photo shows a Department of Resources vehicle, ravaged and ransacked, with five Resource agents lying dead in the street. The gun used to dispatch them was no pistol, and the brutality of the open skulls and spilled guts is shocking. "Not only do these Hellhounds kill our officers and patrolmen on sight, they regularly lay siege to our Resource vehicles and murder agents attempting to transport life-saving supplies across the city. This is what I mean by terrorist activities, Ranger Davidson. They do not just kill, they annihilate. They secure their power through shows of excessive savagery and hold this city in the grip of fear."
Olinger pauses, looking back down at the file, shuffling through the papers and pushing the glasses up his nose as they begin to slide down. "We do not expect you to put a stop to this violence single-handed, Ranger. Your mission is to help us rob the Hellhounds of some of their power by assisting us in seizing their stores of Praxacaterol. They do have one area of vulnerability, one we believe you will be able to exploit with ease. It appears that the Hellhounds are willing to shelter women in their fortified camp with very few questions asked. In fact, they appear to be quite susceptible to a woman's charms. We believe that you will be accepted into their camp and that you will find yourself quite safe there, should you practice the utmost discretion in the carrying out of your mission. Your task, Ranger Davidson, is simply to gather intelligence on the camp and, most critically, their dealings in Praxacaterol. We believe that their stores of the drug are located somewhere off premises. We would like to know where. Optimally, we also will need to know how much of the drug is in their possession, who their middlemen are, what they are trading it for and who they are trading it to. We do not anticipate you encountering much resistance in this task, Ranger Davidson. These men truly underestimate the women in their presence."
