While the two had been squabbling, Joel had called in back up to the scene. They wouldn't be here for another ten minutes, but he had enough evidence to arrest the two men at least. If neither had opened their mouths, he'd only be able to take them in for questioning, but given what he'd heard, he could do more than that.
"I hate to break this up," Joel interrupted loud enough to cut off the finger-pointing that the both of them had been doing, "but you're under arrest." He didn't give any room for argument, just pulled his cuffs from his belt and stepped towards the younger of the men. Once he had the one cuffed, Joel frog-marched him to the squad car, grabbed his extra set of cuffs and repeated the process again with the other one.
Then once both of his suspects had been settled into the back of his squad car, he asked the Hellhound to stay around to make a statement, since she seemed to know who the two men were, then all that was left was to wait for the investigators and his back up.
