Rodeo knows this is gonna be a hard one for them to swallow. They can see it in his face-- he's bracing himself, getting ready to sell this part of the plan to a crowd that isn't gonna want to buy it. When he brought this to Adelaide, she made it real clear that there was no way she was springing this on Avery without him knowing the full truth. Rodeo could understand that, but he can't expect his council to understand as fully as he does. He knows Adelaide, and she doesn't trust easy. No matter who Avery is to her, her brother would always come first. If she didn't believe fully that Avery could be trusted, she'd never let him take on this risk.
"There won't be an element of surprise," Rodeo says simply, decisively. He doesn't tell them it was Adelaide who demanded it should be that way. That's between him and his sister. "If this happens, there's only one way it's goin' down. Just me and him, and he'll know exactly who he's holdin' conference with. I ain't gonna spring up on him unannounced, and I ain't bringin' my cavalry if I don't want him bringin' his. We want to build trust, this is how it's gotta start. If he ain't good on his word, he'll be the one losin' his honor, not me."
