This is the IC/OOC thread for the February WICCA meeting.

There is a statue outside the gates of Malfoy Manor that has been charmed to recognize members of WICCA and make the appropriate gesture (obscured from their vision, naturally) to allow them to enter. Once the WICCA member has been recognized, she can walk through the gates like they are smoke.

Agenda items are as follows:

Electing new leadership. As you know, Dulcina Dodge is stepping down as leader of WICCA. We will elect her replacement.
Report and ideas on organizing the casino night (to fund books, supplies, and tutors for underprivlidged Hogwarts students)
Report on the Muggleborn tolerance service project.
Other business as presented by members.

Dobby greets each WICCA member at the door, and escorts her to the parlor where Narcissa is waiting (with whoever else has arrived). Hors d'œuvres are set out on the sideboard along with red and white wine, various liquors, and a variety of non-alcoholic beverages.

Narcissa is sitting in the most comfortable chair drinking wine, though she will stand to greet each person as she arrives.

(OOC: Anyone familiar with Malfoy Manor might notice that this room is slighly less lavishly decorated than the rest of the manor and that nothing on display in this room has any real monetary value. Yes, Lucius and Narcissa did create that second parlor for when they must host people they don't like. Shut up. You know they would.)

	After mentally fortifying herself against entering the veritable pit of Hell, Lily arrives a few minutes early, giving Dobby a warm greeting before being shown into the parlour. He did such a smashing job of impressing the professional Quidditch recruiters who came to watch the Gryffindor v. Slytherin match and now it seems like the entire League is battling each other trying to woo him over." After a pause, Lily then asked, "Yours seems to be having interesting....experiences. Home schooled, you say?"

Lily gives Narcissa an especially sweet smile.

"In light of the recent high profile death of Dirk Cresswell, I would like to propose two things, both of which will be issued in his name with the permission of his family, of course:

"First, establish a scholarship in his name for muggleborn children who come from low-income families. Muggleborn children already enter the magical world at a severe disadvantage in not knowing magical culture or history. Those from low-income backgrounds have an even more difficult time in purchasing the many school supplies necessary to attend Hogwarts and to establish a strong foothold in the magical world.

"Second, I propose we establish a grant to fund individuals who would like to promote or pursue cultural, scientific or educational projects that will help promote muggleborn visibility, tolerance and acceptance in the magical community. Now, more than ever, we need to come together to show these terrorists and the one who calls herself 'Lady Noir' that we are not cowed by their tactics, and we will not let them dictate who we live with, love with, work with, learn with, and form relationships with. This would be especially poignant, as I have learned from the French Ambassador that Cresswell had been meeting with her to pursue such a project on the day he died. We should continue what he started, don't you think?"

	"Were you intending to have this scholarship be in addition to the other scholarship? That was intended to be distributed to any child attending Hogwarts, based on need.
